三、投(tou)(tou)(tou)(tou)(tou)標(biao)(biao)(biao)(biao)(biao)人(ren)(ren)應當(dang)在(zai)(zai)(zai)投(tou)(tou)(tou)(tou)(tou)標(biao)(biao)(biao)(biao)(biao)截(jie)止時(shi)間(jian)前，通過(guo)互(hu)聯(lian)網(wang)使(shi)用(yong)CA數(shu)(shu)字(zi)證(zheng)書(shu)登(deng)(deng)錄“市(shi)電子(zi)(zi)交(jiao)(jiao)易(yi)平(ping)臺(tai)(tai)”，選(xuan)擇(ze)所(suo)投(tou)(tou)(tou)(tou)(tou)標(biao)(biao)(biao)(biao)(biao)段(duan)（包）將加密的(de)電子(zi)(zi)投(tou)(tou)(tou)(tou)(tou)標(biao)(biao)(biao)(biao)(biao)文件(jian)上(shang)傳。投(tou)(tou)(tou)(tou)(tou)標(biao)(biao)(biao)(biao)(biao)人(ren)(ren)完成(cheng)投(tou)(tou)(tou)(tou)(tou)標(biao)(biao)(biao)(biao)(biao)文件(jian)上(shang)傳后(hou)(hou)，“市(shi)電子(zi)(zi)交(jiao)(jiao)易(yi)平(ping)臺(tai)(tai)”即時(shi)向(xiang)投(tou)(tou)(tou)(tou)(tou)標(biao)(biao)(biao)(biao)(biao)人(ren)(ren)發出電子(zi)(zi)簽收(shou)憑(ping)證(zheng)，遞交(jiao)(jiao)時(shi)間(jian)以(yi)(yi)電子(zi)(zi)簽收(shou)憑(ping)證(zheng)載(zai)明的(de)傳輸完成(cheng)時(shi)間(jian)為準。逾期未完成(cheng)上(shang)傳的(de)電子(zi)(zi)投(tou)(tou)(tou)(tou)(tou)標(biao)(biao)(biao)(biao)(biao)文件(jian)，招(zhao)標(biao)(biao)(biao)(biao)(biao)人(ren)(ren)（“市(shi)電子(zi)(zi)交(jiao)(jiao)易(yi)平(ping)臺(tai)(tai)”）將拒(ju)收(shou)。
