涵養克己(ji)奉公、清廉自(zi)守的(de)精神境界(jie),是(shi)(shi)每個(ge)人義不(bu)容辭(ci)的(de)分內之事(shi),本質上取決(jue)于克己(ji)奉公、清廉自(zi)守的(de)對象與實(shi)踐,既是(shi)(shi)一個(ge)實(shi)踐問題(ti)又是(shi)(shi)一個(ge)理論(lun)問題(ti)。

其一(yi),是(shi)對慣(guan)性惡習的(de)(de)(de)堅決(jue)斗(dou)(dou)爭(zheng)(zheng)。克(ke)己(ji)(ji)方能(neng)奉公。克(ke)己(ji)(ji)是(shi)對自(zi)己(ji)(ji)不(bu)良慣(guan)性的(de)(de)(de)斗(dou)(dou)爭(zheng)(zheng),慣(guan)性惡習構(gou)成廉潔文化(hua)(hua)建(jian)設(she)的(de)(de)(de)頑固敵人,需(xu)要刀刃向內、刮(gua)骨療傷(shang)的(de)(de)(de)自(zi)我革命。孔子曰:“克(ke)己(ji)(ji)復(fu)禮為(wei)仁。”貪污腐(fu)(fu)敗是(shi)廉潔文化(hua)(hua)建(jian)設(she)中不(bu)良慣(guan)性之惡極,克(ke)己(ji)(ji)本質上就是(shi)對自(zi)己(ji)(ji)敢腐(fu)(fu)、想腐(fu)(fu)、能(neng)腐(fu)(fu)慣(guan)性的(de)(de)(de)堅決(jue)斗(dou)(dou)爭(zheng)(zheng)和克(ke)服。腐(fu)(fu)敗往往不(bu)是(shi)一(yi)時之糊涂,而是(shi)長此以往的(de)(de)(de)一(yi)貫惡習,是(shi)多(duo)次反(fan)復(fu)腐(fu)(fu)敗造成的(de)(de)(de)慣(guan)常(chang),因(yin)而也必然可(ke)以在實踐(jian)中革除。與腐(fu)(fu)敗慣(guan)性作堅決(jue)斗(dou)(dou)爭(zheng)(zheng),是(shi)涵(han)養克(ke)己(ji)(ji)奉公、清廉自(zi)守精神境(jing)界最(zui)重(zhong)要、最(zui)根本、最(zui)艱難的(de)(de)(de)任務,構(gou)成涵(han)養克(ke)己(ji)(ji)奉公、清廉自(zi)守精神境(jing)界的(de)(de)(de)本質性規定(ding)。

其二,是(shi)(shi)對(dui)德性(xing)的(de)堅強修煉。奉公方能(neng)克己。奉公是(shi)(shi)對(dui)自(zi)身廉(lian)潔(jie)德性(xing)的(de)充分彰顯,德性(xing)構成廉(lian)潔(jie)文化建設的(de)主體力量(liang),使廉(lian)潔(jie)成為(wei)自(zi)身的(de)卓越品質和功能(neng)。廉(lian)潔(jie)德性(xing)包括倫理(li)德性(xing)和理(li)智德性(xing),前者(zhe)將(jiang)廉(lian)潔(jie)作(zuo)為(wei)倫理(li)目的(de),后者(zhe)為(wei)實現廉(lian)潔(jie)目的(de)提供方法,兩者(zhe)相互(hu)依存和支(zhi)撐,構成廉(lian)潔(jie)人(ren)的(de)內(nei)在(zai)(zai)保障。張載曰:“得天下之理(li)之謂德。”因而(er)涵養克己奉公、清廉(lian)自(zi)守精(jing)神境界,是(shi)(shi)在(zai)(zai)廉(lian)潔(jie)德性(xing)的(de)養成中使腐敗無地自(zi)容、無法近身。

其(qi)(qi)(qi)四(si),是對(dui)本性(xing)(xing)的(de)(de)(de)堅貞(zhen)回歸(gui)。自(zi)守(shou)(shou)方(fang)(fang)能廉潔。自(zi)守(shou)(shou)是對(dui)人(ren)的(de)(de)(de)本性(xing)(xing)的(de)(de)(de)堅持和升華,本性(xing)(xing)構成廉潔文(wen)化建(jian)設的(de)(de)(de)人(ren)生歸(gui)途,需(xu)要從(cong)無盡欲(yu)望的(de)(de)(de)沉(chen)淪中(zhong)堅貞(zhen)回歸(gui)。人(ren)的(de)(de)(de)本性(xing)(xing)不(bu)是動物性(xing)(xing)而是社會(hui)性(xing)(xing)。正是在美好生活的(de)(de)(de)社會(hui)中(zhong),人(ren)與自(zi)然(ran)合(he)而為(wei)一,既超越(yue)人(ren)道主(zhu)義,又(you)超越(yue)自(zi)然(ran)主(zhu)義,實(shi)現人(ren)的(de)(de)(de)本性(xing)(xing)的(de)(de)(de)返璞歸(gui)真(zhen)。莊子曰:“反其(qi)(qi)(qi)性(xing)(xing)情而復其(qi)(qi)(qi)初。”講真(zhen)話、辦(ban)真(zhen)事、求真(zhen)需(xu)、做真(zhen)人(ren),不(bu)虛偽、不(bu)做作、不(bu)貪欲(yu)、不(bu)害(hai)人(ren),欲(yu)從(cong)己(ji)出不(bu)違(wei)規,從(cong)心所欲(yu)不(bu)逾矩。涵養克己(ji)奉公、清廉自(zi)守(shou)(shou)精神境界,就是回歸(gui)合(he)乎人(ren)的(de)(de)(de)本性(xing)(xing)的(de)(de)(de)生活方(fang)(fang)式(shi)。

涵養(yang)克己奉公、清廉自守精神境界(jie)的向度(du)

涵養克(ke)(ke)己(ji)(ji)奉公、清廉(lian)自守(shou)的(de)(de)精神(shen)境界,就是做新(xin)時代(dai)踏上新(xin)征程的(de)(de)廉(lian)潔人(ren)(ren)。廉(lian)潔人(ren)(ren)涵養形成克(ke)(ke)己(ji)(ji)奉公、清廉(lian)自守(shou)的(de)(de)精神(shen)境界,既規(gui)定著(zhu)克(ke)(ke)己(ji)(ji)奉公、清廉(lian)自守(shou)的(de)(de)具體(ti)內容,又規(gui)定著(zhu)克(ke)(ke)己(ji)(ji)奉公、清廉(lian)自守(shou)的(de)(de)價值(zhi)取向。

第一(yi),在公(gong)(gong)(gong)(gong)利與私利關系上(shang),公(gong)(gong)(gong)(gong)忠不貳。廉(lian)潔文化建(jian)設的(de)本(ben)(ben)質是(shi)(shi)正確處理公(gong)(gong)(gong)(gong)利與私利的(de)關系。克己奉公(gong)(gong)(gong)(gong)、清廉(lian)自守,意味著公(gong)(gong)(gong)(gong)忠不貳。公(gong)(gong)(gong)(gong)忠不貳是(shi)(shi)做廉(lian)潔人(ren)(ren)(ren)的(de)根本(ben)(ben),“公(gong)(gong)(gong)(gong)其心”則(ze)仁義為先。“公(gong)(gong)(gong)(gong)忠”即(ji)“忠公(gong)(gong)(gong)(gong)”,也就是(shi)(shi)對黨赤膽(dan)忠心,全心全意為人(ren)(ren)(ren)民服務(wu)。“不貳”即(ji)“唯一(yi)”,容(rong)不下也不允(yun)許私利、特權、享樂,更不可(ke)能被(bei)利益(yi)集團、權勢團體、特權階層綁架(jia)。“我將(jiang)無我,不負(fu)人(ren)(ren)(ren)民。”公(gong)(gong)(gong)(gong)忠不貳是(shi)(shi)廉(lian)潔人(ren)(ren)(ren)最深(shen)沉的(de)人(ren)(ren)(ren)格特征(zheng),構成拒腐(fu)防變越壓越強的(de)精神(shen)支柱(zhu)和政治靈魂。

涵養克(ke)己奉公、清廉自守的精神境界,是(shi)考驗每個人的人生長(chang)征(zheng)路,而(er)不(bu)(bu)是(shi)一次通(tong)過(guo)的“婁山關”“臘(la)子口”。這既要“敬”“信”“常”“久”,又要不(bu)(bu)懈(xie)探(tan)尋具(ju)體施行并(bing)不(bu)(bu)斷升華(hua)的路徑(jing)。

一(yi)是因(yin)(yin)懼而戒的(de)(de)自然路徑(jing)。廉潔人(ren)身靜心寧,不為(wei)良心譴責,不因(yin)(yin)法紀畏(wei)懼。堅(jian)持無禁區、全覆蓋、零容忍,就是以(yi)重(zhong)遏制(zhi)(zhi)、強(qiang)高壓、長震懾,為(wei)做廉潔人(ren)構筑一(yi)條因(yin)(yin)懼而戒的(de)(de)自然路徑(jing),達到不敢腐(fu)、不能(neng)腐(fu)、不想腐(fu)的(de)(de)目標。“法令行則私道廢。”要(yao)適應(ying)全方位監督新常態,增強(qiang)腐(fu)敗震懾懲治敏感性,堅(jian)定不再腐(fu)敗的(de)(de)自覺性,在因(yin)(yin)懼而戒的(de)(de)他律強(qiang)制(zhi)(zhi)中(zhong),涵養克己奉公、清廉自守(shou)的(de)(de)精神境界(jie)。

二(er)是素位(wei)而(er)(er)(er)正的當然路(lu)徑。正為(wei)處世(shi)之(zhi)要、履責之(zhi)方、治國之(zhi)法。《中庸(yong)》曰:“君子素其(qi)(qi)位(wei)而(er)(er)(er)行(xing)。”每(mei)個人(ren)(ren)(ren)都(dou)(dou)有(you)因(yin)分工而(er)(er)(er)給定(ding)的具體職位(wei),又有(you)因(yin)事(shi)務而(er)(er)(er)賦予的角色地位(wei)。正是“位(wei)”規定(ding)著人(ren)(ren)(ren)的責、權、利,也規定(ding)在(zai)“位(wei)”清廉不腐、奉公(gong)不私(si)、公(gong)正不偏,構成涵(han)養(yang)克己奉公(gong)、清廉自守(shou)精神境(jing)界的當然路(lu)徑。一些人(ren)(ren)(ren)不明“位(wei)”之(zhi)方位(wei),一些人(ren)(ren)(ren)居“位(wei)”為(wei)私(si)器(qi),皆(jie)非(fei)素其(qi)(qi)位(wei)而(er)(er)(er)行(xing)的“君子”。“在(zai)其(qi)(qi)位(wei),謀(mou)其(qi)(qi)政。”每(mei)個人(ren)(ren)(ren)都(dou)(dou)應素其(qi)(qi)位(wei)而(er)(er)(er)行(xing),積(ji)極、主(zhu)動、創(chuang)新(xin)履職擔責,以“位(wei)”之(zhi)正守(shou)好(hao)每(mei)段廉潔(jie)之(zhi)渠,從而(er)(er)(er)以素位(wei)而(er)(er)(er)行(xing)之(zhi)功增進治國安邦整全之(zhi)效(xiao)。

三是由省而(er)清(qing)的應(ying)(ying)然路徑。清(qing)為(wei)修身(shen)之(zhi)基、悟道之(zhi)門、力行(xing)之(zhi)規(gui)。孔(kong)子曰(yue):“吾(wu)日三省吾(wu)身(shen)。”省身(shen)既反(fan)省自(zi)(zi)(zi)(zi)身(shen)思慮,清(qing)滌良知(zhi)之(zhi)蒙塵,清(qing)除腐敗之(zhi)賊念;又反(fan)思自(zi)(zi)(zi)(zi)身(shen)言行(xing),促進安民富民之(zhi)效,增進治國平天下之(zhi)功。省身(shen)致(zhi)良知(zhi)、求(qiu)事功,構(gou)成涵養克己奉(feng)公(gong)、清(qing)廉(lian)自(zi)(zi)(zi)(zi)守精(jing)(jing)神境界的應(ying)(ying)然路徑。要(yao)慎獨(du)慎初慎微,常撣心靈灰(hui)塵,常清(qing)精(jing)(jing)神垃圾;要(yao)自(zi)(zi)(zi)(zi)重(zhong)自(zi)(zi)(zi)(zi)省自(zi)(zi)(zi)(zi)警,清(qing)清(qing)凈凈做事,清(qing)清(qing)白白做人(ren)。

四是(shi)自(zi)(zi)(zi)誠而明的(de)本然路徑。誠為修養(yang)之(zhi)功、得(de)道(dao)之(zhi)業、成圣之(zhi)道(dao)。《中(zhong)庸》載:“自(zi)(zi)(zi)誠明,謂之(zhi)性;自(zi)(zi)(zi)明誠,謂之(zhi)教。”在廉潔文化建設中(zhong)“自(zi)(zi)(zi)誠明”,意味著(zhu)對(dui)共產主義“至(zhi)誠至(zhi)信(xin)”,“至(zhi)真至(zhi)純”為人(ren)民服務,自(zi)(zi)(zi)由(you)自(zi)(zi)(zi)覺清(qing)廉奉公(gong),構(gou)成涵養(yang)克己奉公(gong)、清(qing)廉自(zi)(zi)(zi)守精神(shen)境(jing)界(jie)的(de)本然路徑。理想信(xin)念(nian)是(shi)每個(ge)人(ren)的(de)信(xin)念(nian)力(li)(li)、精神(shen)力(li)(li)、行動(dong)力(li)(li)。只要每個(ge)人(ren)在守護(hu)初(chu)心之(zhi)中(zhong)堅(jian)定理想信(xin)念(nian),清(qing)廉奉公(gong)就(jiu)自(zi)(zi)(zi)然而然、本然如(ru)初(chu)。
